This $30 fee is the most basic monthly package we have, and is something we recently released to accommodate people that don't touch their sites for long periods of time.  It includes the basic "essentials," which include monitoring your site, adding updates/patches, and providing troubleshooting should something happen on the server) and complimentary hosting, but does not include any project work for the client.  Any requested work (i.e. any design, cosmetic work, or content updates that are not related to site updates or are not a problem that we caused) would be an additional minimum of one hour (or $60) of work, and then continue with the regular $60/hr. rate.
